IEC on total sanitation campaign
ITANAGAR, Apr 21: An IEC (Information, Education and Communication) programme under total sanitation campaign (TSC) was organized by District Water Sanitation Committee, Papum Pare in collaboration with NN Charitable Society (NNCS) at Sagalee town on April 16.
Attending programme as resource person Dr. T. Nyodu, CHC Sagalee spoke about sanitation, water resources and water quality control etc. He stressed the need of testing the quality of water properly before using it. He said the main reason of water pollution is the habit of open defecating on river banks due to non availability of household or community latrine. He called for good hygienic practices in household.
Nabam Yali while speaking on the occasion said, “Letting latrine pipes to the river source is the main source of water pollution. We must change this practice, she said. Since the objective of the TSC is to bring a change in the behaviour of rural mass, cooperation of public is a must to achieve the goal of TSC, she said. She suggested the villagers to construct toilets of their own with resources available with them without depending upon govt assistance.
Nangbia Amar Dui, Chairman NN Charitable Society (NNCS) opined for changing the mentality of the people first to achieve the goal of TSC. He urged the villagers to attend the campaign which is a great source of knowledge and information regarding total sanitation. He urged them to disseminate the knowledge on the widest possible level to make campaign a success.
The New Bokoriang Panchayat ASM Tadar Ami Techi also spoke on the occasion.
The meeting was also attended by T. Doro, JE PHED Sagalee, Nabam Tam, PI Sagalee and APWWS Sagalee branch president Nabam Yali and chief advisor Teli Yamar, among others.

Livestock awareness prog
ITANAGAR, April 21: The veterinary doctors of Arunachal Pradesh decided to organize a series of programme at Ziro in Lower Subansiri district to mark the World Veterinary Day which falls on April 28. The proramme will start with the four days livestock awareness programme to be held at Hari village. This would be followed by a seminar on the theme “Role of veterinary in public health and environment” and drawing competition for school children.
Animal Husbandry and Veterinary Minister Setong Sena would attend the programme on April 28. The minister is also expected to inaugurate the new office building of the district AH & veterinary officers at Ziro besides attending a public meeting, said a release.
APDA welcomes Govt decision
ITANAGAR, Apr 21: The Arunachal Pradesh Doctors’ Association (APDA) welcomed the state government’s decision to give priority to health sector and for ensuring the welfare of the department by taking corrective measures.
APDA claimed that Health Parliamentary Secretary Nido Povitra while responding a memorandum submitted by it, had informed APDA representative regarding the decision of the government to appoint DMOs and DDHS through DPC as per the existing APHS Cadre Rule and the Department has been directed to take up the matter accordingly.

State General Hospital gets dedicated ophthalmology ward and OT

ITANAGAR, Apr 21: Arunachal State hospital Naharlagun, has now got a dedicated ward and operation theatre for the ophthalmology (eye) department.
Parliamentary Secretary for Health and Family Welfare and Food and Civil Supplies Nido Pavitra inaugurated the ward and the OT at a glittering function held here today.
Addressing the function, Parliamentary Secretary stressed on the importance of the ophthalmology department and expressed the hope that newly dedicated ward would give service for the needy people.
Dwelling on the cataract and other eyes related diseases, Pavitra disclosed that there are 190 million visually impaired people across the world with half of them living in India.
He also revealed that effort is on from government to bring improvement in health sector.
Director Health Service Dr. K Nishing emphasized on the perfection of eye surgeons. He said that days are not too far when eye surgeries will be done by machines instead of doctors doing it manually.
Chief Medical Superintendent Dr. Moji Jini opined that dedicated OT and ward would enable the ophthalmologists to carry out their job in a better way. Saying that ophthalmology department is one constantly changing department in terms of technologies, he suggested that the department to constantly update themselves on new technologies to give effective results.
Later, Dr Jini submitted a five points representations to parliamentary secretary for early readdress, that include reposition of land allotted to Health Department at Paching Colony Naharlagun, a new building for a radiotherapy for cancer treatment, construction of concrete boundary wall around the hospital and multi storied building for medical staffs and construction of nursing training centre.
He also sought the government attention towards the North East Homeopathic Medical College saying that parents of students wrote a letter to the health department asking the government to take it over.

order for immediate stopping of payments of compensation amounts to affected villagers

While giving a four week’s notice period, the court stated that ‘this Court is of the view that the grievances of the writ petitioners should have been looked into by the Deputy Commissioner, Bomdila, at the first instance, instead of passing the buck to the Additional Deputy Commissioner, Dirang, who happens to be the Chairman of Compensation Board, from whom no proper justification could be forthcoming as he being the Chairman of the Compensation Board in question, would not have passed any orders considering the anomalies that are supposed to have occurred in the whole process.

In order to assess the loss and the compensation due, West Kameng District Administration had constituted a Compensation Board under the chairmanship of the Additional Deputy Commissioner, Dirang, with six others as members.
They alleged that the Compensation Board along with few handpicked villagers made surveys but did not visit the properties and horticulture and agriculture of the petitioners and without obtaining their consent on the valuation of properties, prepared assessment reports and submitted it to the Border Roads Organization of the affected families.
Details of the compensations were sought through an application under the Right to Information Act where the petitioners realized the gross irregularities in assessing the value.
They allege that they were denied the actual value of their properties through fraud, deceit and corrupt practices by the Compensation Board.
According to documents, two different valuation reports for same properties were prepared, one showing lesser value and while the other showed much higher value according to the political affiliation of the people who were set to lose their land. In some cases, OBT building has been valued more than the SPT and semi RCC. In another cases, barren land and barley crop field was assessed as horticulture land having “imaginary apple garden”.

They added that those guilty must be punished. They further said all the officials of the board including ADC, Dirang be put under suspension.
AAPSU slams CM statement, demands full time HM
ITANAGAR, Apr 21: All Arunachal Pradesh Students’ Union (AAPSU) has strongly condemned the press statement by the Chief Minister Nabam Tuki against the press fraternity of the state in the backdrop of vandalism at Arunchal Times office couple of days back.
The union termed his statement “unprecedented and regretful” coming from the Chief Minister.
It is unbecoming of a State Chief Minister and below his stature to encourage violence by suggesting that the employees of The Arunachal Times should have caught hold of at least one of the hoodlums who attacked the office of the daily. The students said that when it was fully acknowledged by everyone that the attack was preplanned, the statement was uncalled for.
The Union further said that the Chief Minister and his cronies who are at the helm of affairs cannot run away from the stark reality that the law & order problem has taken a nose dive under the present congress regime.
“It is the duty of the government to come up with ‘out of the box’ ideas to contain the deteriorating law & order problem instead of indirectly coercing the press fraternity to fall in line. The development will sure have a dampening effect on the morale of various journalists working in the state”, the statement further said.
The Chief Minister should know by virtue of holding his post the people of state has high expectation from him and in the process praises and brick bats will come; moreover it is only through their sheer hard work & determination, the fourth estate in the state under trying circumstances is percolating the news to grass roots thus playing a helping hand in the nation building.
The union demanded Chief Minister to relieve himself from the home portfolio and appoint a full time minister to over look the department.

Encroachment in community burial ground irks residents

PASIGHAT, Apr 21: The residents of JN College campus, GTC colony, Tebo village, Raneghat and adjoining areas here have expressed deep concern over illegal and forceful encroachment of the Community Burial Ground (Golung) near GTC colony.
Alleging construction of a ‘Kuccha’ house within the encroached land by the encroachers, the local people have lodged a written complaint with the East Siang Deputy Commissioner on April 3 and demanded immediate recovery of the encroached land and eviction of the illegal constructions. It also demanded the authority to bring the encroachers to book and punish as per law.
The burial ground or the Golung falls within government notified land and the locals have earmarked it for performing last rites of the dead.
The place located at right bank of Sibo Korong (River) has been used by the local villagers irrespective of religion, cast and creed, since 1950.
The locals have alleged that on the night of February 20 last the some unscrupulous people destroyed the bamboo fencing around the burial ground by bulldozing the cemeteries. They also dug out remains of many burried people from the ground thus hurting and undermining the sentiments of the local people.
Sources from the district administration informed that it has dealt with the case and conducted hearing on April 19 last. Sources said that the disputed portion falls under government notified land and the encroachers could not produce any documentary evidence in support of their claim.

PPWC ultimatum over power problem

PASIGHAT, Apr 21: Angry at the authority’s failure to improve the erratic and unscheduled power cut in Pasighat Township despite repeated pleas, the aggrieved consumers gave authority 15 days to improve the power scenario failing which they threatened to launch rigorous agitation against the power department.
The frustrated consumers, including the members of Pasighat Public Welfare Committee (PPWC), while submitting a reminder to the secretary of power department and the Chief Secretary, demanded to take immediate step to solve the power crisis within this month.
The PPWC in its meeting held on April 15 at Pasighat unanimously had resolved to serve an ultimatum to the authority if the power scenario is not improved. The meeting further resolved to demand the authority to upgrade the 2 MW Rina Mini Hydel Station besides developing a new hydel station at Sirpo Korong near Rengging village to meet the present power crisis.
